I am joining a campaign that requres the characters be either small or tiny. Everyone else chose against creativity and made a halfling; I'd rather be somewhat creative, so if anyone could provide me with a race that is of those sizes and has an LA of 0, I would be eternally grateful.

you could always go with an awakened cat or squirrel

you could always play a kobold... Those never get old.

Or you could make up a new race. Say a tiny winged human? They could be remenants of a forgotten race that lived in the [Insert Name] Forest. Then orcs, gnolls, or goblins drove them out and now their once proud race has crumbled and the surviving memebers are scattered in or around the world.

Or a feline race that stands two-and-a-half feet tall. They have evolved to walk on their hind legs. They live in small villages tucked away in remote grassland and forests but now some of them are leaving their homes to explore the world.

I know that I didn't post any stats but here are the ideas i came up with. Hope it helps

There is this one race - Xvart. I believe they are small and have LA -2. Not +2, -2.

EDIT: +2 Dex, -2 Str, -2 Con. Fav. Class: Fighter. 30' movement, 60' darkvision. Speak with animals (rats and bats only) 1/day (dire versions only).

Xvart? Never heard of that. Must be unofficial 3rd party source.. Also LA -2 must be utterly broken.

For tiny races, there are atleast:
Jermlaine (MM2) LA +0
Muckdweller (some FR book) LA +0
Petal (MM3) LA +3

It's on Crystal Keep as being from Dragon Magazine issue 339, page 64.

How about a Xeph from the Psionics Handbook. Im not sure if they have LA. Original creature though.

Try an Anthropomorphic Bat. They're great if you need wisdom.

But if you really want to be creative, try a water halfling with a permanent reduce person effect on it. Make sure to use as many variant racial traits as possible. I like deep arctic water halflings, myself.

That'll teach them.

I've also got a Puni race, based on The Thousand Year Door, though if that doesn't mean anything to you you probably wouldn't be interested.
