Norker -- from Dragon Mag #343. Small size, no Str penalty, and no LA.

Here are others that are small size with no Str penalty...

Chitine: LA +2
Poison Dusk Lizardfolk: LA +1
Mephling: LA +1
Armand: LA +2
D'hin'ni: LA +1
Forestkith Goblin: LA +1
Snow Goblin: LA +1
