If you're more into the mechanical/material skills and aren't worried as much about the social ones, dwarf can be a pretty decent bet too.

I like the Whisper Gnome from RoS. Wonderful sneaky type.

Aye. Whisper Gnome is perhaps the best rogue-related race I've seen to date. Some DMs feel they should have a Level Adjustment or simply ban them outright. You can find them in Races of Stone. Check with your DM before using.

Halflings (http://www.d20srd.org/srd/races.htm#halflings) are a good Core choice, as their racial bonuses support a rogue well.

Humans are always a good choice. Extra feat at Level 1, and those extra skill points make for exceptionally skilled characters. Most rogues I play end up with at least 12 points per level!

I would go Goblin; racial bonuses to Move Silently, small size with 30 foot movement, dex bonus, and darkvision are a great rogue combination.

Not to mention that if you can get a Medium sized mount, you can use that racial +4 to Ride checks to fight from wolfback in the dungeon.

Pretty much anything can make a good rogue. If you want the sneaky bugger type though, most small sized races will do, or changeling.

Changlings do make good rogues.
There's the tibbit from Dragon Compendium work well. After all who would suspect a cat.

If your DM doesn't allow the broken whisper gnome then I'd go goblin if you're just wanting to play a sneaky type.
