Looking for a race with both a Swim Speed and a plus to charisma. It can't have a LA. So far my searching has come to no avail.
Also where would be a good place to look for races, like is there a Race Compendium online some where?

Unless you want a purely aquatic race I doubt you'll find one, the 2 requirements your asking for make up the better part of a +1 LA race.

Id suggest homebrewing one and getting your DM's approval.

Ya, that is accually what my DM and I talked about. As I was looking for a Charming Swimmer, I also found out that there isn't a lot of Races that even had a +2 Charisma and no LA. Is there a specific reason for that?

Well, you could ask for the LA on merfolk to be removed. 5' land speed is generally a big enough penalty, if you ask me. Unless of course you're playing in an underwater campaign. Even then it's probably not worth it since most aquatic races have decent land speeds and nearly as good swim speeds...

If it's just a ship adventure or mostly terrestrial game, a merfolk probably wouldn't be amazing enough to warrant a level adjustment. Your friends are going to be spending most of their times on the boat or on terra firma, right?

Up until recently, Wizards had a policy saying that races with a mental stat bonus either had to have a super-crippling disadvantage (buomman) or a level adjustment. They've lightened up on this in recent times, albeit mostly for races with charisma bonuses; intelligence bonuses tend to be the rarest outside of wacky variant races like gray elves since intelligence barges in on the human's territory.

Basically, they didn't want to make one caster race, which is why humans and elves don't get +2 intelligence, why blues get a level adjustment, and partially why gnomes feel so hodgepodge.

That's how it is, I guess.

Merfolk doesn't quite fit into our world. It is mostly city, with forest seperating them.
The goal was to ignore the "running water" downfall of the vampire by finding a swimming race. However what might just end up happening is we will drop the running water downfall, its kind of silly anyway.
So on that note, I am looking for a good Savy and Suave race with a plus to Charisma and no LA to match the character.
So far his levels look as such:
1: (Insert Race) Sorc
2-9: Vampire Template (http://www.wizards.com/default.asp?x=dnd/sp/20030824a)
10: Master Vampire (Libris Mortis)

He will also have the Leadership feat and will focus on the ability to have followers, vampire spawn, and wolves. He is going to be very suave. Chaotic Nuetral is his alignment (the evil requirement has already been dropped). People (at least in his home city) will recognize and respect him, even knowing he is a vampire. His spawn would have been chosen and consenting and for the most part that is how he gets his spawn, though forcing someone to be a spawn isn't beyond his ability. He will be a seafairing treasure hunter (why he needs to be able to get around the running water downfall). And I like consistancy of story with all aspects of a character. So if there is a race that fits here let me know.

As it turns out, I hate elves. :P (one bit me when I was a child)
But if it comes down to it I can be one.

The Amphibious template from Stormwrack could be added to a race such as the Spellscale from Races of the Dragon which has a bonus to CHA. No LA attached to either.

You could talk yo your DM about replacing one or more of the vampire templates granted feats for this ability, thus solving the whole problem.

Aquatic (Ex)
The vampire has grown fishlike over the centuries.
Benefits: The vampire gains a swim speed equal to its land speed and gains the ability to cross running water freely and without risk of damage.
