the total ECL of the character = the Hit Dice/Levels + the level adjustment.

and the Tauric template has a +2 LA.

"Level" - please take the time to spell out your words. This is not WoW, you aren't lacking in time to add an additional two characters to your word. Certain abbreviations, such as the aforementioned WoW, ECL, LA, are acceptable - but lvl, u, r, and so forth really aren't. This is just friendly advice. :)

The Tauric template is found most recently in Savage Species. Its total ECL adjustment is the Base Creature's racial hit dice plus the base humanoid's racial HD plus the base humanoid's LA plus the LA +2.

So a human/heavy war horse tauric creature would be ECL 6: 4 racial HD + 2 LA.

actually its 1 HD [human] + 4 HD [heavy war horse] + 2 LA = 7 ECL

it does count the original HD of the "torso"
