Chronomancy has not gotten much of a treatment, if any really, in 3rd Edition by Wizards of the Coast, and only 1 article in Dragon Magazine. Without going into 3rd party products, I'd suggest taking the Half Draconic or Half Celestial template, and modifying them to a temporal them.
