Template or Race? Icetouched/Flametouched PEACH [Archive] - Wizards Community

Hey, first poster here. I have recently developed two new races for a game I'm DMing. It's loosely based in the 3.5 Core (with perhaps a touch of Frostburn). I remade the entire deity system (scratched the old ones and created new ones based on elements). Basically, both races are humans (and only humans, not half-elves or half-orcs) that have been contacted by two deities (The Eternal Sea and the Everlasting Flame), and blessed with powers in order to carry on their will (like Paladins).

This is what I have so far, as races:

Icetouched:

* -2 Dexterity. -2 Constitution. +2 Intelligence.
* Medium.
* Human Blood: For all racial effects, Icetouched count as humans.
* Cold subtype (Immunity to cold, vulnerability to fire).
* Spell-like ability: Cone of Cold, once per day. Caster level = character level.
* +2 racial bonus on Bluff, Diplomacy, Gather Information, Intimidate and Sense Motive against creatures or outsiders with the cold subtype or worshippers of the Eternal Sea.
* +2 racial bonus to attack rolls against Flametouched.
* Sense Motive is always a class skill for the Icetouched.
* Favored Class: Wizard.
* LA: +0.

Flametouched:

* -2 Strength. -2 Wisdom. +2 Charisma.
* Medium.
* Human Blood: For all racial effects, Flametouched count as humans.
* Fire subtype (Immunity to fire, vulnerability to cold).
* Spell-like ability: Fireball, once per day. Caster level = character level.
* +2 racial bonus on Bluff, Diplomacy, Gather Information, Intimidate and Sense Motive against creatures or outsiders with the fire subtype or worshippers of the Everlasting Flame.
* +2 racial bonus to attack rolls against Icetouched.
* Bluff is always a class skill for the Flametouched.
* Favored Class: Sorcerer (when blessed by the Everlasting Flame, humans can choose to spontaneously develop arcane powers if they wish, but they are lost if they take a level in a class other than Sorcerer or Cleric).
* LA: +0.

However, I thought that it could work too if they were human-only templates.

Icetouched:

What do you think? Races or templates? If races, is the LA ok?

I've tweaked the templates to see if they still deserved a LA of +0. Better? Worse?
