assuming you started off as human and later, or at character generation, add a template, are you still construed as human for the purposes of +4 ranks at
1st lvl and +1rank/lvl afterward?

friend has a 1/2 vampire (Libris Mortis) Ftr and is human +2LA. apart from the level hit, does he wind up losing the additional ranks due to the vamirism or what? leveling afterward?

Yes. Templates only add additional properties. If any propertie of the former race is lost, it's explicitly stated with the template.

When a Character gains a template with Level Adjustment, the adjustment is simply added to the character, as it is. When a 10th level human gains a template with LA +12, he immediately becomes an effective level 12 Character. He can add his next class level when he has the XP required for a level 13 character, wich might take a while.

templates specifically say what you keep and what you lose. then they add things also.

this applies to all the parts of the template. size, type, attacks, special abilities, abilities, CR, LA, etc.
