Rakor
05-13-07, 09:24 PM Necropolitan from Libris Mortis is a template to facilitate undead characters. It technically has no level adjustment although it has an effective LA of 1 as the ritual involves dying and losing a level.
AZNsupermarket
05-13-07, 10:01 PM Although not technically a template, Dragonborn of Bahamut (Races of the Dragon) fit your parameters, more or less.
Johnny_Angel
05-13-07, 10:07 PM amphibuous (sp?) is a +0 LA template in Stormwrack; you lose a little bit of dex and gain the ability to breath water
Empirate
05-16-07, 11:09 AM Incarnate Construct (?) from Savage Species is the only template I know of that has a negative LA. It's -2 or -3, IIRC. Course, you need to be a construct in order to take it, and let's face it, it just plain sucks...
