~So a while ago I had watched the X-Men movie and I loved the thought of the average person having super-human powers.

~The only problem was figuring out hte LA for having an unlimited uses for a certain spell. My friend that of having it be +1 per spell level, but that turned horribly underpowered, so i thought maybe 2+(1 per spell level) or 1+ (1 per spell level.)

~So, let's say that you have an unlimited uses of Magic Missle as a Spell-Like Ability, with a caster level equal to your HD; you would then have a LA of +2.

There is something like what you're talking about in the DMG2, Unique Abilities for NPCs on page 157. It might be a good place to start?
