Does the vampire's lack of constitution score mean that they cannot use the barbarian's rage ability? It states that a barbarian can rage for a number of turns equal to 3 plus the character's constitution modifier, so total lack of con means they can only rage 3 turns, right?

They can rage, but as noted, since they lack a con score, their rage lasts for only 3 rounds (you will want the extend rage feat to increase this to 8 rounds). Note that your cha mod has no effect here whatsoever.

The plus side is that you do not suffer from its downsides. However, since the con boost is useless to undead, you might want to consider swapping it out for a rage variant which does not affect con, such as the berserker strength variant from PHB2 or the ferocity variant from the cityscape web enhancement (it boosts str and dex instead of dex and con).:)

I believe BoVD has stats for a vampire barb NPC, and she rages for 3 rounds. Sorry, you will have to get the extend rage feat from Cwarrior if you want more.

Another obvious problem your vampire barbarian is going to run into is hit points. You will be hurt in this department for two reasons:

You will drop from 1d12 + Con HD to 1d12. This will likely hurt a lot, as barbarians typically have a good Con score.
You die at 0 HP instead of -10. Of course, you will usually turn to mist.
