Cloudwalk? You mean like the silver dragon ability, right?

It's highly situational and exploration-based, maybe a little bit weaker than a swim speed.

Frankly, I would actually say quite a bit weaker than a swim speed, since you also need a fly speed to take advantage of it. The only thing Cloudwalking really allows you to do is rest while flying without touching the ground. (And even that is dangerous, since a cloud could dissipate while you're resting.)

If I were adding it to a creature with a good or higher fly speed, I don't think I would have a problem with adding it into the +2 LA for the fly speed. At +1 for average or lower... I still might not have a problem, but it would depend more on what other abilities are on the creature.
