If we apply Tiefling to a Halfling, with the two racial bonuses to Dex stack to give a total bonus of +4?

That is, if you can apply one race to another...;)
But if you reverse-engineered tiefling into a template, then yes.

Yeah, the planetouched shouldn't be races, they should be templates.

The Draconic template offers just as much (if not more, they make waaay better paladins then Aasimar) as an LA+1 template, and the aasimar and tiefling kinda suck as it is.

I agree, planetouched races should be templates... I hate the idea of not getting the human goodies when I play a tiefling or aasimar...Besides, the flavor of those races seem to be just farther removed celestial/fiendish crossbreeds...which should be applicable to races other than human. I mean, if a halfling couple has an aasimar, why is it twice their size?

It can be argued that an assimar is the specific result of human/celestial breeding. A halfling/celestial offspring might be statistically different. For example, look at the fey'ri, which is the equivalent of an elven tiefling. Tanarruks are effectively orc tieflings(which come with 5 outsider HD), durzagon are duergar/devil specific teiflings etc.

This means there could be a hundred different assimar or tiefling variants, one for each base race.:)

Anyone ever heard of Wispling, planetouched descended from halflings and demons? They can be found from Fiend Folio.

No...no I haven't. :P

I do think that Aasimar and Tiefling should be templates (all the other Planetouched should be too IMO). The Fey'Ri, Tannaruk, etc. are specific types of planetouched, usually specifically bred for a particular purpose (as opposed to being random or the result of rape and/or marriage) and are all (correct me if I'm wrong) bred from demonic or devillish stock - you don't find any specific Good-Planar Planetouched (like a specific Elf/Celestial, for example).

In Dragon magazine #350, there's the Celadrin, elves with the blood of Firre Eladrins.

Sean Reynolds created a homebrewed race called eladree (http://www.seankreynolds.com/rpgfiles/monsters/eladreetemplateclass.html), a sun elf/ghaele planetouched. :)
