is a race being tiny sized broken?

for example, if you made gnomes tiny?

how about if you made them tiny and gave them powerful build so theyd be treated as small?

Not really. They don't get anything really powerful besides the AC and attack bonuses, and the penalties are very harsh.

Tiny Vermin
30' movement
+2 Dex, +2 Con, -6 Str, a Puni's starting Strength is always at least 1.
Darkvision 60'.
Unlike most vermin, Punies are not mindless and have an Intelligence score.
+8 racial bonus to Hide checks in natural undergrowth
+2 morale bonus to saves against all mind-affecting effects.
As Tiny nonhumanoids, armor sized and fitted for Punies costs as much as normal armor of that type and weighs 1/10 as much and only offers half as much protection. Tiny weapons cost ½ as much and weigh 1/10 as much.
Luminesce (Sp): A Puni can cast light on itself as a spell-like ability at will, CL equal to character level.

he forgot to talk about the problems related to having a 0 foot reach. to attack someone with a melee attack, you must move INTO the other creature's square and thus provoking an attack of opportunity.

To answer the thread's original question, a tiny PC race would not be underpowered, provided its bonuses & penalties were handled correctly. A tiny race has 0 ft reach and 15 ft overland movement, and uses smaller weapons. They're typically good for casters, and can be used as rogues for ranged sneak attacks (thanks in part to a +8 size bonus on all Hide checks). The AC is helpful in both cases, and casters can use rays to take advantage of the attack bonus.
