These are quite well developed (though a little cutesy-poo for my tastes :P )

The Kogui are balanced, but the Anura should be LA+1.

I can't wait for the Aracna :D

Anura should be LA+1.

Why?

Well the climb and swim speeds impart a +8 bonus and always allow them to take ten with both checks. The jumping thing is quite powerful as well.

Their tounges are the biggest thing though;
-They allow ranged tough atacks.
-They allow you to trip and disarm opponents without provoking AoOs, and while keeping both hands free.
-And you say they can grab things with it, which is also a big feature.

Interesting, very nice frog race. Rerecros is right, they are ripe for 'tag' mages and pick pockets (Missed the trip! Darn it.). I see a Sorcerer/Rogue on her way to Arcane Trickster.

Still, I see potential for a great background race here, possibly adding a savage variant that generates poison of their skin for darts and arrows. Heck, the same race, but diet alters the body in generating the toxin, affecting their sweet dispositions. Hm? Feats could up the poison's DC?

I'll stick something in that will disallow them from using there tongue for spell casting. I still like the idea of them graping things with there tongue as it can get them in to a whole JarJar Quigon tongue catch. I don't see the extra movements as worth a +1 as movement is there main race ability and both speeds are slow.

I was thinking of making feats related to poison/toxin as they are based of poisonous rain forest frogs. Also would a feat that allows them to channel spells through the tongue be worth overpowered any ideas there.

The speed isn't a problem, it's the fact they get a +8 bonus (five levels worth of skills) and they can always take ten, which an impressive ability. If want want the tongue, and for this to be LA+0, then let the tongue only work on fine-diminutive unattended items.

Actually, I think you should still have it provoke an Attack of Opportunity when using their tongue in such a manner. In the flavor for the ability, it says that they can, but are loathe to because it leaves them open and they get a bad taste in their mouths. Might help a bit with the balance issue.
