I know that making a vampire has LA +8 but if your bitten by a vampire or a vampire from "birth" and also is thier a half vamp lycan template

If you are a vampire from birth, you are a vampire with the normal powers and weaknesses and LA. You can get LA down with the rules found in Unearthed Arcana. However, to get an LA of +8 down by even 1 point you would first need to have 24 class levels, so an ECL of at least 24+8=32, which is way into epic. And once you would have the LA down to 0, you would be at least level 45.

The only way I know of to get a vampire's LA before hitting epic levels is by modifying the vampire template. Either that, or making a Half-Vampire instead.

I don't like the idea of a half vampire. It's rediculous. You either are, or are not, IMO.

I would suggest using the Vampire Spawn in Libris Mortis. As long as you start with 4 or fewer HD, you can enter the "class". If you are drained by a Vampire at 5 or higher, you automatically gain the Vampire Template (LA+8), so you can't use the Vampire Spawn class.

The Caveat is that once you are in, you are in. There's no way out.

True Ressurection cast upon a willing target removes undeath from you and makes you a normal human (or elf or whatever) again.

At the loss of the template. I was going with the idea, of wanting the tamplate. Meaning, he can't just pick a few levels. Sorry about the confusion.

I've made a (hopefully) LA +0 version: my unliving vampire template (http://forums.gleemax.com/showthread.php?p=14094767). You gain powers (and effectively an LA) by taking vampire levels. Each time you level, you have the choice to gain a class level or a vampire level.

The trick behind the whole thing is to remove a lot of the immunities of undead creatures. They have the subtype Unliving (also in the thread). I did this for both mechanics and flavor. There are a lot of things about vampires suggesting they have (to some extent) a metabolism and vital organs.

That defeats the purpose of the undead templates? I mean, you can't just take a couple levels of Vampire Spawn. You have to take it all the way through before you move on.

you question can be answered
there was a topic on the D&D website its about gaining a template mid-campaign
what it talked about was gaining a template and breaking its aspects into levels basically you would turn slowly into a vampire and it does this for a few other templates
you could conceive that vampires and lycans wouldnt really work ordinarilly so you need to come up with some special impossibly crazy situation that wouldnt happen very often
here is one of my favorites have a natural lycanthrope then have it bitten by a vampire what would happen is it would be undead after he already had the ability but there is a rule that says that undead cannot shapeshift (dont remember where) but then vampires would lose their shapeshift so i never use that negative in my campaigns
but it goes to the Dm if he will allow it
but it is a really cool idea to mix a lycanthrope and a vampire

Well, it was something I created for my own campaign. I don't use the Savage Species progressions for races normally. The whole reason I created them was to make them playable, whether a player wants to make one at level 1 or if they get bitten mid-game. Suddenly picking up a +8 LA throws things off a bit.

The reason I allow you to pick and choose is for a mechanics reason, mostly. It's sort of like the idea that a vampire gets more powerful as they get older. If I wanted to work that in, I merely make certain age requirements for various levels, and make them mandatory. Still, I'd hate to deny someone eight class levels soley because they became a vampire.

Even still, it's never come up in my games.

I respect the idea of making it for your campaign. I would just make them go through the levels of Vampire before being able to take another class, is all. You did a good job of building it, but that's just my opinion on the use. Like you said, it's your campaign. :)

I really dont think it is possible to get a vampire down to la +0. Ultimately at that point your not a vampie any more but a corpse with fangs.
