raical fluff

aligment, water sprites are bent towards chaos, like most fey, but they are bent towards good being they try to work for the benefit of others,

weaknesses
other than being vulnerable to electricity and fire, root beer to them is an addictive drug ( they don't ban it but they are so addicted it's like heroin to a junkie)

culture

besides that, thier culture is very matrairchal and oceanically conservative, thier royal heirs (all of which are female and from the shuifeng family) have to serve guarding the Shoruu within the oceanic temple at adolescence, until ready to take leadership, the kings just lead a defense force for thier queens/high priestesses (both are twins which happens all the time to them) as well as thier princesses/heirs/tidal maidens ( a princessish preistess position, if twims are born, which is each generation, one becomes an heir, the other a tidal maiden, 99% of thier race is female, but all shuifeng heirs are female, 100% chance of having a pair of daughters) both the heir and the tidal maiden each gain a huge seasnake to raise as thier own, (both are always female, a tidal maiden beomes the next high priestess and the heir becomes the next queen, whether they marry or not, the tidal maiden is alowed to have children but not allowed to marry) since 99% of the population is female, a male can have from 90-120 common wives, but he must impregante each wife 3 times each with a successful birth or it doesn't count, it's a popluation law.

Revised Druidic oath

this is the oath a water sprite takes instead of the original druidic oath, no exactquote is needed, if they become a druid, they are not penalized by wearing worked steel, and they swap the scimitar for the short sword, in both proficiency and religious purposes, all heirs have at least a level of druid
much like thier tidal maidens, they cannot fish, they must prevent wasteful fishing, they have reasonable grounds to kill someone if the person in question was fishing for sport or commercial.

Oh, that. Ya, those are only guidelines. He has no affiliation with WotC (as far as I know), and come to think of it, that wouldn't really help (even they don't seem to know how to balance things, they just guesstimate).

By his system, if I understand it correctly, I could make a race with +3 Natural armour, and it would be +0 LA. Or a +o LA race with +36 total worth of skill bonuses. Or I could make a +0 LA race with immunity to critical hits, +2 to a skill, and +2 natural armour.

I'm not saying it's a bad system, it just has to be tempered by common sense.

The best way is to just compare the stats of the race to others. Really, whatever you use, it will only be an estimate.

Oh, and on the topic of your race, I actually think it would be to weak for a +1 LA. I would actually say it is a strong LA 0, but not so good that it would warrent an ECL. It's advantages are weighed out by it's disadvantages, in my opinion.

PS, you accidentally called them "drow" in the spell like ability section.

Are you still at it, Yamishinobi? Look, the joke wasn't funny the first time, what makes you think it's going to be funny this time? As you better bleeding know, then At Will spells are too strong for a level adjustment +1. Especially with a creature type that makes you immune to a few of the abilities that they use at low levels

Why not just use a Nixie?
And why would racial spell-like abilities Caster Level depend solely on Druid levels?

A little more thought in there. You could always use the half fey template modified to reflect the nixie.

By the Savage Species standards it looks like a possible +1, but I noticed to things.

—Spell-Like Abilities: Drow can use the following spell-like abilities at will: control water, and make rain. Caster level equals the water sprites druid level.

You need to change it from drow and add a minimum caster level to the spell like abilities.

i accidentally keyed in parts of drow and parts of elf on wordpad, from a monster manual scan, i had to edit and i forgot to change the few typings of drow, didn't know i missed one.

they may be imune to cold, but they take double the damage from fire and electircity

the at will spell like abilties of choice are very underpowered, though control water is a level 4 spell, it should just be level 0, all your doing is controlling tide, make rain, all your doing is making it rain, what do both have in common, minor elemental tricks that do not do anything for battle, what's wrong with a little at will drizzle? yeah they may be fey, but thier strengths are balanced by thier weaknesses, heck, i'm working on an oppositual race that is similar, but with fireball and produce flame at will as wel as immunity to fire and vulnerability to cold (double) with a -4 penalty on swim checks.

an LA+1 character can have spell like abilites at will, if it happens to be noncombat or theme fitting.

Controlling the weather is a minor ability?
Changing the Tides and disrupting the environment is underpowered?

i guess i could put a limit on the rain's radius and limit the tide shift.

I was thinking that the idea of the water sprite could be cool. I like the abilities... for the most part. Although I'll have to agree with most about having an effective caster level for the spell like abilities. The use of tose spells at will is also at least a yellow flag here. I've been known to take spells for my spellcasters that dont seem to have combat utility and use it during combat in one way or another. Utilitarian spells I like to dub them.

The rain could be used in many ways to combat opponents, i.e. slow down there movement, or provide some cover... The tide thing sure would only be useful in situations where there is a shoreline of some sort but it could be used to slow or even help a fleet of ships raid the shore.

Also your comment about making an opposing race of fire sprites with the ability to at will I presume to cast Fireball is outrageous... I mean your limiting the fireball right? Seems a bit much otherwise.

The only other things I seem iffy on is the whole root beer thing (what the hell is that about?!) and the culture part about all the women, twins, kings, queens, priestess', the tidal chicks.... whats up with that? I'd retype a clearer ecology/culture section.... to to clearly get the message across.

How many priestess; and queens and twins and what-not are there? I could be reading it too fast or something but it just didn't sit right with me.

all water sprites give birth to twins, the tidal maiden is like a high preistess, of princessly title, then theres a queen, kings just might lead defensive forces in the queens name

a bonus on craft checks and a penalty on swim checks.

I admire your attempts, but it seems to me that the race is more of an afterthought. The abilities you have given all water sprites seem to be more the abilities of a variant Druid you call the Tide Maiden. From your description you have created a character that is a unique individual with powers and abilities and given them to the whole race. I would go through and rethink the race. Think about what it would mean to have a nation, which is what you describe in your culture, that has the ability to control water. Since it seems there are enough of them, they could effectively hold an areas water supply hostage if there demands were not met.

About the Root Beer. (I like Root Beer!) In myths and legends many creatures were warded/rewarded/paid with human culinary creations. Milk was a favorite of Brownies if I recall. Anne McCaffery(Sp?) Urban Fantasy books (Forgot the names of the series) had fey creatures react to caffienne as if it were heroin.
