If it looks like a half-dragon, the looks like a wolf, it'll probably make sense anyway. But probably Kobolds and Medium races, I just can't picture a Half-Dragon Halfing Werewolf...

Don't see any thing wrong with adding both half-dragon and werewolf templates to the same creature (Nastly LA though). Though the half-dragon template wouldn't be passed on through infections though.

Rules-wise, the Half-dragon template changes your type to "dragon" and thus does not qualify for the lycanthrope template.

In game, you could have that becoming a half-dragon 'cures' the disease.

Of course, many people just suggest putting on the lycanthrope template first.

Unless of course, you were born with a lycanthrope and dragon parent(you could apply Lycanthrope first and then Half=Dragon), or you're a lycanthrope with the Dragon Desiple...
Anyway, as for a race, I'd probably go with Kenku...

Yeah, I see why people think that. But lycanthrope is a template that's added to certain types. Dragon is not one of those types. This is why I think that PrCs such has Dragon Disciple should 'cure' the lycanthropy.

But still, YMMV.

I would HIGHLY suggest taking the draconic creature template in the races of dragon book. LA+1 which is pretty well worth it.That will cut down the LA a bit.

P.S. maybe even a moded dragon born? NO additional LA but you get some nice dragon beenies.

While a given template can only be applied to creatures of a certain type, subsequent changes do not retroactively remove the template, and in the case of something natural-born you can apply them in whatever order you want.

As such, a halfling werewolf half-dragon is perfectly viable because a halfling can have werewolf applied to it, and subsequently half-dragon (since it's still a humanoid).

Likewise, Erandis d'Vol in the Eberron setting is a half-dragon elf who later became a lich, and this did not suddenly cause her half-dragon traits to disappear.
