I'm playing a Moon Elf and would like to know what is the ruling when it comes to the Drow vs Elven Language fur PC's?

That would be FOR your DM to decide.

According to the PHB, Drow speak Undercommon. You can choose it as one of your bonus languages if your DM allows FOR you to do so.

Look under "Bonus Languages" in the race junk, it gives a list of languages commonly known for the race, and Drow speak Undercommon, so if your races has it as a bonus language then you can start of speaking it if you wanna use that as one of your languages, my characters always have it as one, ether that or spend two skill points and learn it that way...

and after looking over my 3.0 Forgotten Realms setting book, its doesn't look like Moon elves have it for bonus languages, so spend two skill points on it and say that you learned it in your travels

I'll let a PC learn languages in the same manner as in the core rules (Common plus one language for each point of Int bonus), but they can choose any language, as long as it can be explained how they learned it. Spending the skill points to learn other languages is mostly for those who don't have Int bonuses or those who want to learn languages in excess of what their Int scores would allow.

I think that as well, but not all DMs are that nice to PCs. I've had some DMs that go by the books full out and wont allow anything like that, i was just pointing out the basic rules for languages.
