Just about anything not a template assuming you mean actual level adjustment and not just the "Level Adjustment" mentioned in the article(ie. LA + HD=Total Adjustment)

Ogre half-dragon.

+18 strength, natural flight, +9 NA, reach, good skills all around...

Few hit points, though, so watch out the first levels!

ghostly templates work, if you can get your mandibles on some +1 ghost touch gauntlets so you can actually manipulate objects on the material plane

Yeah sorry it would be either a player race, template or LA +HD.

Well, the Lammasu and the Bralani eladrin look like they could be possible... The Lammasu brings in the inbuilt casting of a lvl 7 cleric, so it can compensate somewhat. Has anyone tried playing a drider btw? 6 HD, LA +4 and 6 levels of full caster don't sound that bad. OTOH, the aberration subtype has some drawbacks as well as strengths.

For a more martial class, I'm wondering about half-dragon centaurs/minotaurs or trolls. With their con, troll barbarians are probably quite something. Treants seem to be an interesting choice if you want to go for grappling, imo.

A Were creature of just about any Dire or Large animal would be LA 5 and above...(A Natural Werewolf is ECL +5)

Nothing. With +5 LA, you lose 5 levels, so you lose 5 levels worth of hitpoints.

Somewhere else on the boards someone mentioned a +5 L.A sylphs that was allegedly one of te most playable monster races... The sylph (MM2, updated to v3.5 in a PDF available on the Wizards main site) has 3 outsider hit dice and LA+5. It comes out with all the casting power and roughly the same hitpoints and overall benefits as a standard 7th-level sorcerer, plus flight, improved invisibility at will, spell resistance, and a 1/day summon monster VII. Taking additional sylph (outsider) hitdice raises its caster level as a sorcerer, making it better than taking sorcerer levels (until their racial HD cap out at 9, making them ECL 14). While numerous races with similar level adjustments are playable, few if any are playable as spellcasters.

Technically, the rules do allow monster to advance in racial HD well beyond their stipulated advancement table guidelines. As such, it is not impossible for a sylph to just keep taking outsider HD according to your campaign needs, long after it has reach the supposed max of 9 racial HD.:)
