Since it sounds fairly exotic, I'm guessing they have other unusual racial traits. Its probably best to consider them as a whole, rather then ability by ability.

That still assumes they suffer some problems for being non-proficient and still are considered to be wearing armor. No monks operating freely while wearing full plate!

If you don't keep some drawbacks for wearing armor (effectively giving them all armor proficiencies) then I'd guess you move up to a LA +1 which still depends on what the rest of the race looks like.
