I'm personally fond of the Poison Dusk (think that's the one) from the Monster Manual III, they're small, but they get nice boosts and they don't require the taking of extra monstrous/humanoid HD

I havent got to play one yet, but the general consensus does seem to be taht the posion dusk are the best.

In the Races of the dragon WebEnhancment they said: (http://www.wizards.com/default.asp?x=dnd/we/20060420a)

Looking at the poison dusk lizardfolk in particular, the closest approximation to kobolds, they are a +1 Level Adjustment race, and rightly so. Poison dusk lizardfolk enjoy +2 Dexterity, +2 Constitution, -2 Charisma, and +3 natural armor. No Strength penalty for being Small, no light sensitivity, 30 feet of movement (again, despite being Small), and a +5 Hide bonus for their chameleon ability (on top of their size bonus). The kobold is in no danger of stepping on their feet, even with a variant natural weapons ability.

my personal favorite is poison dusk, but to decide for yourself, he is the basic differences of the types:

Lizardfolk (classic): M +2 str, +2 con, -2 int, +5 nat armor, 2 racial HD, +1 LA
Poisondusk LF: S +2 dex, +2 con, -2 cha, +3 nat armor, 0 racial HD, +1 LA
(racial bonuses beyond classic)
blackscale LF:L +8 str, +4 con, -2 int, -4 cha, +7 nat armr, 4 rcial HD, +3 LA

so: the classic are strong, but lose skill points, and start at LVL 3
poisondusk are nimble and versatile with few real cons, and can
start with classes at level 2
blackscales are seriously tough, but have a +7 LVL to balance it

hope this helps (my favorites the poisondusk, though)

There's also the Viletooth Lizardfolk from Dragon Magic.

+ 2 Con: Viletooth loose some of their natural strength but gaina bit of a black dragon's intelligence and retain their natural toughness.

Dragonblood Sutype

Acid Bite: 1d6 acid damage in addition to normal bite damage.

Water Breathing: Can breath underwater indefinitely.

Class Skill: Move Silent is a class skill for all viletooth lizardfolk.

A viletooth lizardfolk’s base land speed is 30 feet.

Racial Hit Dice: A viletooth lizardfolk begins with two levels of humanoid, which provide 2d8 Hit Dice, a base attack bonus of +1, and base saving throw bonuses of Fort +0, Ref +3, and Will +0.

Racial Skills: A viletooth lizardfolk’s humanoid levels give it skill points equal to 5 x (2 + Int modifier, minimum 1). Its class skills are Balance, Jump, and Swim. Viletooth lizardfolk have a +4 racial bonus on Balance, Jump, and Swim checks.

Racial Feats: A viletooth lizardfolk’s humanoid levels give it one feat.

Weapon and Armor Proficiency: A viletooth lizardfolk is automatically proficient with simple weapons and shields.

+5 natural armor bonus.

Natural Weapons: 2 claws (1d4) and bite (1d4).

Automatic Languages: Common, Draconic. Bonus Languages: Aquan, Goblin, Gnoll, Orc.

Favored Class: Druid.

No hold breath special quality.

Level adjustment +1.

Poison Dusk Lizardfolk are well liked because they can do so much. The obvious choice is some kind of rogue or stealth based character, but they are very good finesse based fighters as well, making excellent dex based fighters and swordsages and such. Their net bonus of +5 to AC (+1 dex, +1 size, +3 nat) can make them pretty decent spellcasters, and they are only +1 LA, so they are not losing much power, though they take a penalty to Cha, making spontaneous casters a less likely option. They can even make good power based characters, as they don't take a penalty at all to strength. Granted they use smaller weapons, but a high str can help to make up for that, especially with levels in barbarian or warblade. All in all, they are just so versatile and amazing that they are ranked one of the best for the +1 LA
