This is a homebrew race I'm working on for my own campaign setting, Kara-Tul. I'm really hoping to avoid any sort of level adjustment.

Yirtci

Medium humanoid (reptilian)

Yirtci generally prefer to live in swamplike environements or floodplains, although many of them have found they prefer the excitement of urban living provided by human settlements. Fleetfooted and nimble, the yirtci are widely admired for their abilities as scouts, although they are just as widely disliked by many for what is viewed as their “savage” or uncivilized behavior.

Personality: Yirtci are highly social creatures, although most of their social relations are very ad-hoc; they tend to form groups to accomplish particular tasks that will break apart and reform as other tasks and hunts occur. Most yirtci occupy themselves as hunters, although they have great reverence for those of their kind that become craftsmen or casters.

Physical description: Yirtci generally stand no more than 3 or 4 feet tall, but can be as long as seven feet with their tail fully extended. A yirtci’s plumage varies in color depending on their region, ranging from brown to green or even gray. Yirtci reach maturity at age 12, and often live to be over 120 years old.

Relations: Yirtci that decide to enter mixed society are generally welcomed by humans, halflings and gnomes. They tend to be awkward around half-orcs, who tend to remind them a little too much of the tribal culture they left behind. Relations with the elves are strained, however; the elves view the yirtci as near to the half-orcs in their nature.

Alignment: Yirtci tend to neutrality, but as befits neutrality, they are not dogmatic about it. Evil members of a tribe, however, tend to find that their welcome in hunting parties and other groups are short, and their invitations to return infrequent, as they are found to be very untrustworthy and to make poor partners in the hunt.

Yirtci Lands: Swamplands controlled by the Yirtci tend to be divided by small tribes, although except in cases of misconduct all that is usually required for membership in a tribe is a desire to be a member of that tribe; swapping tribes is not uncommon. Tribal leadership is similarly as fluid, and is largely a function of direct democracy.

Language: Yirtcian is a difficult tongue for others to master, although most Yirtci take great joy in teaching it and are thrilled to hear it on the lips of others. Long lacking a written tradition, Yirtcian is written in the Common script, although the manner of transcribing it lacks a single, formal definition, and can vary greatly from individual.

• +2 Dexterity, -2 Strength.
• Medium size.
• A yirtci’s base land speed is 40 feet.
• A yirtci’s tail gives it a 1d6 slap attack.
• Weapon Proficiency: Yirtci are automatically proficient with the short sword, rapier, longbow, composite longbow, shortbow, and composite shortbow.
• +2 racial bonus on Jump, Swim and Balance checks.
• A Yirtci, due to its tail and other physical features, Yirtci suffer a -5 penalty to all disguise checks to appear as members of other medium humanoid races.
• Automatic Languages: Common, Yirtcian. Bonus Languages: Draconic.
• Favored Class: Ranger

If you take out the weapon stuff I would make it LA+0

Perhaps reduce the tail slap to 1d4 or make it a feat.

I think that if you take out the weapon proficiencies, it would be good LA 0.

Weapon Proficiencies
You guys do know that these are pretty much the same weapons an elf gets, right? But still...I prefer weapon familiarity (blades and bows) to weapon proficiency feats, since the former is less likely to be rendered redundant.

Keep the tail slap. It's only 1d6 (-1 thanks to the strength penalty) damage anyway.

Overall, it's just OK. Yep. OK.
