Why would you gain a bonus to all [enter ability]-based ability and skill checks, and not to everything else that the ability affects? Why not just say bonus to STR or DEX, etc?

What explanation could anyone give for a bonus to all STR-based ability and skill checks that does not affect combat or encumbrance?

I could never understand it, but until now, it has never really affected me. Any help would be appreciated!

Because there are differences:

Armor lowers max dex bonus to AC, but not skill, reflex, etc.

Can you give an example of what particularly you mean.

That's not quite what I meant. I understand the PURPOSE of why they have it that way, but can you explain what the bonus is supposed to MEAN? Why wouldn't it affect the other stuff? What possible explanation could you have for my example above? Is it because it takes a certain amount of concentration? So that when you are otherwise distracted you cannot access that extra strength? Would that mean that some day you may be able to learn how to utilize that strength for combat (i.e. - learning a feat?) I just have trouble with the concept...
