I am a little confused about buying skills at higher levels.

For an example, lets say a character just made it to 4th level and did not have any ranks in Jump.

The players handbook says "if you want to pick up a new skill for your character, you can spend skill points equal to his or her character level +3. These skill points buy 1 rank each if the new skill is a class skill or 1/2 rank each if it's a cross-class skill."

I thought for a long time this meant the above character would spend 7 skill points to gain 1 rank in Jump (assuming its a class skill.) Upon closer inspection, I noticed the two "each"es and thought maybe it was just saying you could spend up to your character level +3.

The SRD doesn't mention anything about skills costing more at higher levels, so does this mean you can buy a single rank in a skill you did not previously have a rank in with only one skill point?

Yes, 1 skill point spent=1 rank assuming its a class skill.

it would be pretty ridiculous if you had to spend 23 points per rank at level 20... its between a half and a third of what a fighter gets at that level!

It is talking about the maximum skill ranks you can put into a skill, yes. They do not change in cost as you increase in levels.
