I have done a search, and found nothing on the topic, even though I am positiv it must have been asked a billion times before.

Anyhow, vital recovery can be used once per encounter. Do that mean I can use it as much as I please outside of regular encounters, thus have maximum hp every time i enter a fight (if there is enough time between fights of course)?

If not this looks very much useless, and if its a rather powerful choice imo.

Could you tell us where this ability is from?

It's from Book of Nine Swords.

It's not a useless feat. It's one free "Potion of Cure Light Wounds" per encounter that takes no action to use, eventually acting like a "Potion of Cure Moderate Wounds" when your level is high enough. Personal opinion crusaders benefit the most from it. Crusaders spend no action to recover maneuvers, so it really becomes free healing of hit points.

Crusaders want to be hit, a lot, to fuel Furious Counterstrike. Steely Resolve helps to offset the damage, giving crusaders one more round of actions, but the damage will come despite the delay. Stone Power is another method to offset the damage. Healing maneuvers offset damage. Vital Recovery is another way. The crusader's job is to take a licking and keep on ticking.

Swordsages and warblades do not benefit from Vital Recovery as much because they lack multiple self-healing abilities. Crusaders only get access to three disciplines so they can afford, almost by necessity, to dedicate one or two maneuvers to Stone Dragon to use Stone Power, along with normal attacks. Devoted Spirit provides healing strikes. Warblades can use Stone Power when making an attack to recover their maneuvers, but only warblades who spend some time utilizing the Stone Dragon strikes get real use of the feat. Swordsages can also use Stone Dragon, but really, if swordsages spend so much time with it as opposed to all its other disciplines, why bother playing a swordsage. It is rare for a swordsage to make a regular attack.

I'm playing a crusader now with Vital Recovery. It has been a big help.

Im my case, I play a drow assassin and thought this feat could be neat if it allowed me to full-heal between combat without the aid of a healer. If that isn't possible, the feat is not worth it for my part.

If you have no maneuvers to recover, it wouldn't work at all. In any case, no, Vital Recovery is not a heal all your hit points out of combat feat.

I can always recover iron heart surge for example... Question is what defines "an encounter", and if it is allowed to make a fictious encounter.
