a multiclassed character, Cleric 2, Wizard 1
does not have a caster lvl 3
do they still qualify for item creation feats such as Brew Potion and Craft Wondrous Item (Prerequisites: Caster lvl 3)
as they do have 3 caster lvls

(doubts it, just hoping strongly)

Probably not.
While you have a EL of 3 it's not in a single class. The Caster level 3 allows you to access of 2nd level spells and you need them (I guess) to brew potions.

technically you can have that caster lvl of 3, in a class like Duskblade, and get by without 2nd lvl spells

Class abilities do not stack unless the specific abilities say that they do. The character cannot qualify for any item creation feat except Scribe Scroll (which he already has).

However, if the character had Practiced Spellcaster, that would increase his caster level in the selected class and (imo) qualify for the feats. But you would have had to take that at first level to get the benefit now.

It's an option worth considering for later life though, depending on your plans for the character. (You'll find the feat in either Complete Arcane or Complete Divine, or possibly both.)

i thought they would stack since caster levels are a level in a character class that can cast spells

Nope.

Each class is a different thing. Caster levels overlap, they don't stack.
