The 5 levels in Artificer gives me the scroll, potion, universal item and arms/armor item creation feats. The 5 levels in Chameleon PrC gives me a CL 10 . So if I want to make a wand of fireballs can i do that as a 10th level wizard (assuming an arcane focus) or a 5th Artificer (9th level if I take practiced spell caster)?

This is in fact one possible bait-and-switch method I've seen and used to extrapolate chameleon spellcasting to other things. Sure, they're temporary, but the spells and such gained from the class can still be used as prerequisites for magic items. (The Chameleon prerequisites clause extends only to character and class "options", which magic items are not.) Just make sure to keep the focus up on a day-by-day basis. Or make yourself a Dedicated Wright. If you wanted to make that wand of Fireballs...you could use either option. You don't have to use the full caster level if you don't wish to, of course.
