07-17-07, 01:51 AM The penalty applies to all attacks you make. If you take a 2 to hit for Combat Expertise, all your attacks are at -2, regardless of how many weapons you're wielding; it also applies to any attacks of opportunity you may attempt before your next turn rolls around.
