Combat Tumble: ¼ of your Tumble modifier is added to melee attack rolls.
Improved Combat Tumble: ½ of your Tumble modifier is added to melee attack rolls.
Greater Combat Tumble: ¾ of your Tumble modifier is added to melee attack rolls.
Master Combat Tumble: all of your Tumble modifier is added to melee attack rolls.

1) Is this to powerfull?
2) Should this be for Rogues or Monks?

1) yes
2) no

Sorry, but that is just heinous. Think at 20th level you could apply something like (23 ranks, +2 synergy, +10 ability) +35 to all melee attack rolls, at the cost of 4 feats? Compare that to Greater Weapon Focus, which only applies to one weapon.

Rogues can swap out special abilities for feats, monks get special monk feats so have a lot of space to pick up feats of their own, and there is little stopping anyone from taking 2 fighter levels for 2 free feat slots.

Even if this were just applying the ranks alone it would still be too much. There is a feat in PHBII that provides a tumbly-combat ability. I think if you successfully tumble past an opponent then your next strike gets a +6 bonus to attack. Perhaps take a look at that feat to help balance your idea, particularly that it limits it to when you perform a tumble which effectively limits you to a single attack.
