Ok, according to the Dragontouched feat in Dragon Magic, it states you can meet the prerequisites for Draconic feats as if you had a sorceror level equal to your character level.

So, does this mean they can take Dragontouched and then grab Draconic feats without having to take Draconic Heritage? Or, would you need to take Dragontouched, then Draconic Heritage, then the Draconic feat you want?

I'm asking this because my friend made a Black Dragon Shaman (from Player's Handbook 2) and he already has Swim as a class skill for free. He's taking Dragontouched to gain the dragonblood subtype and to get Draconic Toughness, but Draconic Toughness says he needs Draconic Heritage---which is pointless feat for him because it gives him the dragonblood subtype (which he already has) and the Swim skill as a class skill (which he already has for free for being a black dragon shaman).

He has to take Draconic Heritage at 1st level, as a sorcerer of the same level. No sorcerer can ignore feat prerequisites ;)

He never should have taken the Dragontouched feat, he should have just taken Dragon Heritage.

He can't though, he's not a Sorcerer, he's a Dragon Shaman.

Dragon Magic, p. 18 "... treat his totem dragon as his heritage selection. "

I'd say the newer reference waives the Dragon Heritage feat requirement in this case. A trickier question would be whether Draconic Heritage or Dragontouched is required for a draconic-templated character to take draconic feats.
