03-06-07, 01:37 AM PHB pg 70 under Crafting it states "When casting the spell minor creation, you must succeed on an appropriate Craft check to make a complex item. For instance, a successful Craft (bowmaking) check might be required to make straight arrow shafts."

I'd say Craft (bowmaking) DC 12 to make 20 arrows.

2) I agree with a DC 12. I would also suggest making the Craft check to determine how many arrows are created. (i.e. Craft check of 15 = 15*DC12 = 180sp progress. At 10sp/20 arrows, that's 18 batches of 20 arrows in a week.)
