I'm having a bit of trouble with Deadly Defense. It reads: "...with any light weapon or with any weapon to which the Weapon Finesse feat applies...". Does the feat's benefit apply to weapons for which Weapon Finesse can be applied or weapons for which Weapon Finesse is being applied? That is to say, will a character without Weapon Finesse be able to a) use Deadly Defense with both light weapons and non-light weapons that can benefit from Weapon Finesse, or b) only use it with light weapons? The wording seems to support the former, but I'm not entirely sure...

It would be a). Also since this feat only works when fighting defencively make sure it get at least 5 ranks in tumble so that the dodge bounse is increased to +3 instead of +2.

As it says, the feat applies to any weapon to which Weapon Finesse applies. WF applies to Spiked Chain, Rapier, etc.

Therefore, Deadly Defense applies to Spiked Chain, Rapier, etc, regardless of whether or not you have or are using Weapon Finesse. Zvarri!
