Is there a feat that allows a player to add their dex to damage instead of strength?

Feat, no, PRC, Yes

Champion of Correllion Lorathian (Sp, whatev) from Races of the Wild.

It's a pretty bad-A class too...

For select weapons, one can add one's dexterity modifier to damage (in addition to strength) in limited circumstances using the ToB's Shadow Blade feat. Swordsage, meanwhile, is a very nice 2 level dip for a Dex-based warrior, especially if delayed a few levels.

There's a feat that adds 1/2 dex to damage, in fact. Crossbow sniper, PHB II - but as you can imagine, it only works for crossbows. Still, it's a great feat for rogues - as well as upping their damage, it also extends their SA range to 60 feet.

Or if your a Targetteer Fighter variant (from Dragon Mag) and you take the ability Vital Aim; you get to add your dex modifier to damage instead of your strength with ranged weapons.
