I'm creating a Warlock and I plan on using The Dead Walk. So I figured I would skin some foes (or animals) on the downtime and create skeletons that I could animate later. So do I need a skill to do this or would a skill just cut down on the time it would take?

That sounds like a Survival or Craft check, both of which can be made untrained.

Sure it isn't covered in the The Dead Walk power/ability/spell/feat/whatever it is? The Animate Dead spell simply states that the unused flesh falls off when animating a skeleton.

What I want to do though is hold on to some skeletons (possibly in a bag of holding) which I can animate at the start of a battle. So in order to replenish my supply I'd like to skin my opponents (so I could have some Orcs, etc ready to be animated when I need it).

honestly, I dont think you would really need much of a check there, I mean if all else fails, just take a 20 on skinning the opponents, granted you may be there for a while, but atleast you got some good corpses!

If you think about it, skinning dead creatures is a pretty easy thing to do if all you are after is the bones. It would be a messy, grisly affair but unless you really screw something up you won't damage the bones. Everything else, but not the bones. So I would say assume it takes an hour without a check, survival or heal check DC 10 for half hour, and for every +5 take off 5 minutes, to a minimum of 15 minutes. I include heal check due to knowledge of exactly where one would cut to access the bones the fastest.

Craft(Taxidermy)? This would also let you qualify for the underpowered, but flavorful, Trophy Collector feat from the PHBII.
