It counts as Light Armor for proficiency, but provides a shield bonus to AC.

Armor and Shields are both slot-less things. There is however a Robe slot.

But this item does not fill any slot, it is an unslotted item.

It is basically a piece of armor that provides a shield bonus to AC.

Armor isn't slotless. It takes up the armor/robe slot, according to the DMG.

You cannot have both a duelling cloak and armor if they both take up the armor slot. However, the name would seem to imply that it takes up the cloak slot.

i would allow that in my game since they take up different slots one for armor/robe and one for the cloak

Generally, you don't wear a duelling cloak while using it as a combat tool. You grasp it by the neckline and whirl it about to distract, entangle or disarm your opponent. As such, I'd say it takes the place of a shield, not armor.
