Since all enemies are affected by Expeditious Dodge when you move 40 feet or more in a single turn, that means if you also have Elusive target, you're baiscally immune to to Power Attack whenever you move 40 feet or more a turn! Has anyone else done this before?

Even though Expeditious Dodge "counts" as Dodge for qualifying for feats Elusive Target still requires you to select one opponent as the Dodge feat. I wouldn't allow Blanket protection from Power Attack until there's a FAQ or Sage Advice or errata.

This was discussed over on the DM Rules Counseling board last year. There are three interpretations:

You don't get any protection from power attack since you cannot select an opponent to be a target of the Dodge feat you don't have.
You may designate a single opponent as though you had the Dodge feat but only for this effect.
All opponents are subject to the feat's effects.

The consensus that seemed to be reached over there was #2.

However, I played in a game where Scout/Dervish had this combination with ruling #3 in play. It was nice sometimes, but there was never a situation where anyone got miffed over it or the game itself suffered. It looked more powerful on paper than in actual play though it did cause a lot of "Stop hitting each other" jokes at first (before the smarter enemies caught on). As a side note, Cause Overreach was probably the most amusing part of it. The player actually decided to let enemies take AoOs for it a couple times and it was pretty funny seeing an entire group of enemies go down to their knees (didn't work out so well the other time...).

If I hadn't seen the #3 ruling in actual play I would have gone with #2, but really #3 isn't so scary when you see it up close.

The neater application of Dodge is with the PHB2's Combat Form feats. I've only seen them in action briefly (and I can't say it was a terribly grueling test, either), but one of them allows a character to switch his Dodge target as an immediate action, which is extra handy when you start bringing in Elusive Target and whatnot.
