I'm considering to make this feat available in a campaign of mine; its based off the Aqua Mortis, Spirit of Flame and Scion of Storms feats from Icewind Dale II.

Energy Focus

Your mastery over your element of choice(acid, cold, electricity or fire) has has yielded impressive results.

Prerequisites
Able to cast spells of third level or higher.
Spellcraft 8 ranks.

Benefit
All spells that do your chosen element in damage have their damage increased by 10%.

It should be noted that one of the house rules in the campaign is that all creatures and PC's get 75% of maximum hp. In my eyes, this benefits non-spellcasters more than spellcasters, as unlike spellcasters, their damage does not depend on abilities that they can only use an x amount of times per day. Do you think the feat is balanced, overpowered or underpowered?

10% is not really a standard increase in D&D terms. Nothing, as far as I can remember, uses it. Additionally, its a very small increase (only +10 damage if you deal 100).

I think +1 per die of damage would make more sense, both from a language standpoint, and power. As is, it is so weak, I can't imagine anyone taking it.

Oh, and this 75% max hp thing does not benefit melee more than spellcasters, because spellcasters have ways to win fights that don't involve damage.

"Ha! I have 1875617 HP!"
"Oh, thats nice. Here's a save or lose spell to keep you company."

Besides, there is precedence for the +1 damage per die in the Fiery Spell metamagic feat from Sandstorm. So what I would do is up the prerequisites a little bit (maybe include Spell Focus (Evocation)) and have it be +1 damage per die.

...Yes, that does seem to make a lot more sense; especially as the rounding convetions in DND would make the +10% rather crappy. Didn't really think about just changing it from percentage based to something else(as the original was also percentage wise; +20% and +5 energy resist in the chosen element to be precise).

True enough; I mostly meant that it gives blaster type spellcasters a disadvantage, not necessarily all spellcasters.
