Practical Metamagic applies to a single specific metamagic feat you choose when you take the feat. You may take it multiple time for multiple feats.
But the requirements are a little crazy. Must cast spells spontainiously of atleast 3rd level, and must have the dragonblooded subtype...

Arcane Thesis effects one specific spell chosen when you take the feat (take multiple time for different spells) and affects all metamagic feats except Heighten spell, but applies only once per casting. Thus, with Arc Thesis (fireball) an Empowered Fireball whould take a 4th level slot, a maxed fireball would take a 5th level slot, and an empowerd maxed fireball would take a 7th level slot.
