Cosmopolitan is a feat i found in the Fearun Campaign Setting Book.

I says that any chosen skill is "In class" or you, and you get +2 to it. Say I'm a 1st level Human Wizard and I choose climb for this feat for my first level feat, do i get the X4 at first level for this skill of is it added after i get those skill points? Do i get them if i picked it for my human bonus feat?

In what order do things go into your character? Will it be feats Then skills?

You don't get any extra skill points at all. You would get a +2 bonus on climb checks, and if you want to buy ranks in climb, they would cost only one skill point per rank and your max ranks would be your level plus three. If you didn't take the feat, it would cost 2 skill points per rank and your max ranks would be half that.

The order is detailed in the PHB, page 58-59. (Or page 6 for first level.) Skills are chosen before feats, so in fact my comments about the wizard with Cosmopolitan (climb) don't apply to your first level... you'd have to buy climb ranks as a cross-class skill at first level, because you wouldn't have taken the feat yet.

The description for Cosmopolitan changed in the Players Guide to Faerun. It no longer gives you another class skill; now you get a bonus to bluff, gather information, and sense motive plus it can only be taken at 1st level and regional.

If you want to use the FRCS book for 3.5, you should get the Player's Guide to Faerun which updates most of the material from the 3.0 Forgotten Realms books.
