I need to ask... why?
If you want to play a monk/wizard, there's prestige classes that help out - and allow you to cast touch spells as part of a full attack, the same thing you're looking for with this feat.
And when they take the rapid stunning feat, to cast more than 1 touch spell within a full attack, they are generally considered "broken".

If you just want a quick fix for a non-spellcasting monk, 2 spellstoring "brass knuckles" (or nunchakus) should be enough.
If you want to go overboard, take 2 bloodstone, spellstoring weapons - you'll "cast" 4 3rd level spells, 2 of which empowered, each encounter (get some wands to your party wizard, to recharge your fists between fights).
Any more than that, and you'd have to ask yourself why you aren't a (part-time at least) spellcaster.

The requirements for the magic to get used might need a little tweaking, my goal here is to basically be able to bring the straight monk up to damage standards as well as make it feasible for other classes to take, the good touch attacks are 4th level+ while the 3rd level- touch attacks are ok and cost effective. Other classes would have a reason to use this as well, a fighter specializing on unarmed combat, a psionic warrior making use of the psionic fist chain, a rogue making sneak attacks, an ape totem barbarian, the list goes on. I must admit I got the idea from rereading Eldest but I thought I could make it work into D&D so that it is balanced but that classes other than monk would like to take it as well. Which prestige classes allow monks to do that? I might not have the book that class is in. As it stands now a monk would need level 14 to enter while a fighter would need level 10.

...wha? This is confusing. So confusing. But what it looks like is that you took the Enlightened Fist PrC (CArcane), made it a feat, and made it worse, and made it wierd. And gave it confusing mechanics. And gave an unreasonable damage boost. INA is only a +1 size category.

Also, there is no reason to have this feat.

It looks better with the tables but you can't make those here...
I agree it might be a little complex... (looks up enlightened fist) wow I really didnt know that was there...
Any suggestions on how to simplify/enhance it?

Okay, let me ask what you want this feat to DO.
