Alright, according to an issue of Dragon magazine, the one on "Kung Fu" with the Martial Arts technique name generator, there is a section dealing with Wuxia, and it offers the optional rule that, at 10th level, everyone gains a Fly speed with a speed of 30 ft, with poor manueverability. Anyone think it is balanced to put as a feat, with the prerequisite being 10th level?

Even at 30 ft. per round, with poor manueverability, since you are burning a feat, one of 8 that you get, and it is only available at tenth level?

Well, Forgotten Realms stuff is hardly a good place to start when seeking to balance things, but there is a feat called Outsider Wings in Races of Faerūn. It gives you a fly speed equal to your land speed and average manuverability.

It requires you be either a Teifling or Asimar, have a +2 base in all saves, and have the Celestial or Feindish Bloodline feat. If you're a normal Planetouched, you can get it with your level six (ECL 7) feat as most classes, or with your level 3 (ECL 4) feat as a monk. As a Lesser Plantouched (from Player's Guide to Faerūn), you can do it one ECL lower.

So there, you have a precident. It might not be broken. In fact, it might be underpowered.

You must remember that having a fly speed (even 30 ft, poor) negates the climb, jump, and sometimes swim checks (as you don't need to cross water usually the same way anymore). It is a heinous advantage to never have to roll a jump check to cross over hampered squares, you should always have higher ground on your opponents, no wall will hinder your travels. In short, flight in any form is powerful.

If everybody, and I mean everybody, got this ability at a certain point than it would be almost balanced. The only effect is it would reduce the use of certain skills and fly related magic, as well as the impressiveness of already flying characters. To take care of that last issue, I would improve the flight capabilities of all creatures that have flight, by either increasing their speed or maneuverability.

Btw, in savage species (3.0) I think there is a template to give any creature wings for a +2 level adjustment.
