I have run across a couple feats so far that have been Regional Feats in the Forgotten Realms and General Feats in Eberron. Typically the Eberron material is more current. Are these feats divided by the realms in which they are used, or would they now be considered General Feats, regardless of the realm?

The two feats I have run across so far are Daylight Adaptation & Education.

Thank you in advance for your assitance!

No.

As Eberron and FR are two separate campaign worlds, what applies for one, does not necessarily apply to another.

Thus, if Feat X is a FR regional feat, until the time comes when another FR sourcebook makes it a general feat, it will always be a regional feat no matter if it is printed in Eberron or core as a general feat.

I have to disagree. If core makes a feat general, it is general for a FR character. However, I would rule that doesn't preclude a FR character of the appropriate region to claim the feat once as a general and once as a regional and get double benefit in exchange.

Either that, or the FR feat's benefit gets altered, as Hunter did when 3.5 offered an analogous benefit in Self-Sufficient.

I say, as a DM, if you can role play it, you can be it... meaning if you take, say, twin sword style, i dont make it a requirement to be from the regions given, i say if you can come up with a reason for having it, you can have it.
One of my players used twin sword style and came up with"My grandfather was a seasoned warrior and traveled much, when i took upon the path of the ranger like he when he was young, he taught me this style."
He did it well to, always throwing out old saying his grandfather said like "When in a dark forest, keep friends close and a torch closer" was one of the funnier ones.

Can't say that I know much about FR (the setting never really sparked my interest), but the two feats mentioned are general feats in Eberron because they are quite wide spread in Eberron.
Many of the species that are normally impaired by light are common "daywalkers" in the Eberron Setting and need the feat to offset their natural weakness.
Along the same line then the Education feat fit with a lot of regions in Eberron and is therefore a general feat too.

I would assume that these feats are regional feats in FR because they are limited to specific regions, and therefore would still have the regional prerequisite in FR.

What is general in one setting is not in another, I mean when was the last time you saw a civilized orc in Greyhawk.

Well, I was looking through the errata for the Players Guide to Faerūn and it seems Daylight Adaptation is no longer a regional feat, but a general feat. I found nothing on Education though. Just seems to add to the confusion when you end up with multiple feats with the same name. I can see having Eduction be separate because of the disparity in the general education levels of the two realms. However, saying that you can only be educated in certain realms is rather restrictive (though who really takes the feat).

With the mention of Twin Sword Style, it reminded me.....why did they restrict Regional feats with the 3.5 revision?

Because regional feats are not supposed to be "lolz, p0w3r ups!" they are supposed to be something mechanical to ground your character in the setting. Thus, they are also allowed to be comparatively better than other feats with similar requirements as a reward for building your character to the setting rather than the opposite.

As to the reqgional prerequisitest and Nat_20's comments about ignoring them, all I can recommend is don't. The character learned a fighting style taught in only select dojos half a world away? Because his grandpa studied there? And he integrates other elements and anecdotes of his grandfahter's? Sounds like a perfect explanation of one of the alternate method of gaining a regional feat; 2 ranks in Knowledge (Local:[region]).
