a human sorcerer of 1st level with some of the feats from complete arcane that provide (2) 0th level and (1) 1st level spells, then take up the rest in fighter with weapon focus and abilities focused on those spells (improved crit, ect.)

What's your point? If you plan to go dual-wands and lob orbs of acid all day long, be my guest.:)

well for example someone takes soul of the north and gets ray of frost, the then devotes his attack skills to ray attacks, in time he buys a wand of dissentigration, using the 1 magic item as a sniper weapon

You can't put Disintegrate into a wand. It's too high level.

Anyway, what's your question? Are you asking if this is a good idea for a character? Are you asking if this is a broken combination? Do you have a question about how the Soul Of The North feat works?

It's more effective to play a Warlock.
* no restriction on uses per day
* no need to pay for wands

Definately not broken. If you're in it for the flavor, then sure, it's a good idea, but I don't see it pulling down massive damage or anything.

Yeah, a one level dip into sorcerer to pick up spell completion items is the gish concept that requires the least investment in actual spellcasting classes. This lets you be almost as good a fighter as a straight fighter, but also defend yourself with wands of displacement, blink, mirror image, shield, or what have you, and also to pick up that wand of lightning bolt or orb of acid.

Some warnings:
1) this means you're almost as good a fighter as a straight up fighter. Wee! Fighters in general are rather underwhelming. Being a half tick under that is pretty vanilla.
2) sure you can weild spell completion items...just as well as a sorcerer or wizard or high charisma rogue can. The wand still does the same thing as for anyone else. Sure you're better with rays than most wizards (having a higher bab), but if you hit you still do damage based on the wand.
3) there are alot of defensive wands that are really good for a fighter (mirror image and shield at low levels, blink and stoneskin later on), but they cost money you would otherwise spend on weapons, armor, and adressing limitations (boots of flying, etc.), and take up rounds of combat that you need to be spending setting up the battlefield, if not attacking.

Could this be a fun class? sure. The gish in general is a neat concept, which is why people keep making them. Making a gish that powerwise matches the rest of the party, however, is very hard. A gish can do two classes abilities almost as well as those classes, but not quite, and can still only do one or the other in a given round.

Might as well take 5 levels of abjurant champion.
