i've been thinking about it, and is there any way that i would be able to let my character (who does actually have a tail) use his tail to pick things up?

If it is a prehensile tail (like a monkey's) then yes - nothing else needs to be done. If it isn't (like a cat or dog's tail) then no - nothing else can be done.

my character is a half-dragon with the dragon tail feat from the Races Of the Dragon book. I was hoping there might another feat to let him grasp things with it like an extra hand. yes, prehensile is what i mean

A feat should be enough to turn a regular tail into a prehensile one.

Yes, it is called prehensile tail. It has a few prerequisites though.

I thought I remembered a feat somewhere that gives you a prehencile tail; I think the only prereq was that you can make attacks with your tail. I want to say it was either draconomicon or Savage species....
