Just communicate what you want it to do and it decided whether or not it wishes to do it. All you need to do is get it to understand what it is you want it to do and convince it to do it. The only issue is communication. Without a magical way to speak to it, a quick "by example" or sharades game with typically work. If yes, what is the DC and the time necessary for the blink dog as a mount ? That isn't handling an animal. That would be training an animal. Most "tricks" wouldn't require training for an intelligent animal. It already knows how to do them, you only need to convey what you want. Attack, fetch, perform, etc. The serve as mount trick appears to be different. I'd look at the giant eagle or owl ("Training a friendly giant eagle requires six weeks of work and a DC 25 Handle Animal check."), but a DC 20 and say three weeks should be fine -- flying being harder to train than walking.
