Can either the skill or the ability be used to make an opponents horse rear and throw the rider?

This sounds like a great idea, but tough to pull off. The problem I see is that unless the creature is trained to buck from a visual or oral cue (like a command word) you would need interaction to get it to buck. If you were on the creature, you could use handle animal to perhaps buck you off (coaxing him by clenching your legs behind its), or perhaps if you were within reach you could make him buck with a successful touch attack and subsequent handle animal check.

Otherwise I could see you using your Wild Empathy to gain the creature's friendship (which usually takes a minute btw), and then perhaps "speak with animal" spell to communicate your request. That should do it. Instead of Wild Empathy you could use the Animal Friendship spell as well.

Animal Friendship is a 3.0 spell and doesn't exist in 3.5. Just wanted to point that out to avoid confusion.

Only thing I can think of is the Paladin's mount's "command others of like type" ability.

Thanks for the replies.

What I have is one Mongolian-type Ranger/Shaaryan Hunter who wants to kill on of my PC's and I had been wondering if there was a way for my villain to gain an upper hand by forcing the PC to dismount.

By RAW, if the animal has been trained to attack (and if the mount has been trained in combat riding it has) it is just a DC 10 check to get the animal to attack. Telling the horse to attack its rider would probably resort in him being bucked off. It is kinda stupid though.

You could give him a Tiarra of Animal Domination. Guess it doesn't have to be a tiarra, but a tiarra is a more amusing mental picture for me.

Perhaps if you sold somebody a horse trained to do so at a command word, when you met that person in battle you could command that horse to buck. It's a stretch, but it would be a good plan for an evil villain's sabotage.
