Bit of a stupid question here, just loking for a quick response
Where are and what do the legacy feats do. In the ToB, completeing rituals grants lesser, least and greater legacy for the respective weapon but i can't find anywhere what these feats do. If someone could tell me what I am missing , would be appreciated

Weapons of Legacy. They basically are granted as bonus feats upon completing the ritual and they unlock the powers for each of the ranges of abilities.

Least: 5-10
Lesser: 11-16
Greater: 17-20

I recommend getting Weapons of Legacy. The legacy feats, spells, and psionic powers are pretty nifty, and the Legacy Champion PrC gives a lot of flexibility to altering a legacy item's abilities.

I would not recommend buying that book, at least not at full price. It's a nice concept, but more trouble than it is worth I think, and also I found very few of the example items to be something I could drop into a campaign.

It definitely a mechanically complicated book. Cordell has a tendancy to lean toward complex systems in is work, but once you dig past that, it has a lot of potential.
