A friend of mine says that there is a power attack version that allows you to use up to 10 bab. I can not find the feat any where I have looked in all my books and nada. Is there anything out there like an improved power attack feat.

Next I remember a weapon upgrade that allowed you to use a weapon 1 size category larger than your character. A med. creature could use a large weapon it was called Balanced, what book is this in. I can not find it either.

thanks in advance

Power Attack already lets you use as much BAB as you want. There's no limit, except until you run out of BAB. If you have a +19 BAB, then you can Power Attack for up to +19 extra damage (+38 if you use a two-handed weapon).

Power Attack has no limits. There is an improved power attack, but it does something else.

"Balanced" was an old weapon property from version 3.0, which allowed you to use a larger sized weapon than normal at no penalty. Presumably because it was overpowered, it was not brought into version 3.5.
Note: There is a new weapon property called "Balance" but that adds a bonus to Balance skill checks.

The feat Monkey Grip allows you to use a weapon that is one size category than normal in the same number of hands that a normal size (for you) would take, but all attacks take a -2 penalty.

Monkey Grip is a feat for people who are bad at math.

There's a chance your friend is talking about Neverwinter Nights, where Power Attack was an automatic -5 and you needed Improved Power Attack to get -10. There might have been a NWN2 feat called Balanced that did what you wanted, but I never played NWN2.
