Hey, quick question here.

Are there any feats are skills that allow a character to use light armour without suffering the normal arcane magic penalty? and if so, what are they?

There is the Twilight Magic enchantment.

Works well with Mithral armor.

Also there is a feat (Battle Caster) that if you are allowed to use Light armor(bard for example) without penalties, lets you use Medium armor without penalties. But it requires you already be capable of ignoring Arcane spell failure chance when in Light Armor.

Dang it... Dang it dang it dang it!

I had it in my head... I swear it's real!
I'm almost 100% positive there's a feat that lets you ignore 5% of Arcane Spell-Fail from armor, but I can't remember where it's from (and I'm so not about to dig through all my books right now... LOL)

Otherwise, there's the "Caster Armor" variant presented in August's Dragon Magazine (I weep for its soon-to-be end): And extra 400gp towards masterwork Leather armor and you can its 5% spell-fail.

The feat plus the other thing will pretty much let you wear leather armor and use a light shield without any spell-fail regardless of class - but remember you need a hand free to cast! (unless you have the Somatic Weapon feat or Shielded Casting feat or whatever... and mind you these don't grant proficiency... heh)

Complete Mage has a class variant for the Fighter. They give up Medium and Heavy armour proficiency and gain the ability to ignore ASF for one class. The maximum level of spell this works for is (fighter level +1).

there is no feat unfortunately that willdo what you are looking for. the closest thing is the bard and the armored mage feat there is also the warmage class. the only other way i know is various classes like the spellsword out of the complete warrior book

You could just prepare any somatic spells with the Still Spell feat. It's only +1 level, and there are plenty of spells that don't have somatic components.
